Dr Raman Letchumanan: "They (Education Minister Mohd Radzi Md Jidin and his ministry) gave an excuse that the cabinet did not allow them to attend (a parliamentary select committee meeting)," PSC on education chairperson Maszlee Malik told Malaysiakini after they did not appear at the meeting on Wednesday (April 20).
In July 2021, I wrote this opinion piece where I stated that constitutionally the cabinet is answerable to the Parliament.
In particular, Article 43 (3) of the Federal Constitution states: “The cabinet shall be collectively responsible to Parliament”.
The parliamentary select committees (PSCs) are unanimously agreed by all MPs, both the government and opposition, to inquire into any matter of public interest and report to the Dewan Rakyat for further action.
In this case, it was alleged that the same set of questions in a public exam (SPM) was administered to a subsequent batch of students.
This strikes at the core principle of education - that no one should be allowed to copy or have an undue advantage and pass an exam.
The government (cabinet) should rightfully be alarmed by this expose and take every opportunity to allay the fears of possible manipulation of our education system.
However, the cabinet despite its constitutional obligation refuses to attend an inquiry by Parliament.
The cabinet obviously has violated the Constitution. What is the punishment for that? For them to step down, at least? What is the prime minister's stand on this matter?
Indeed, this goes against the basic principle of parliamentary democracy. The executive (cabinet) having given the full powers to govern the country, now refuses to answer to Parliament for their (mis)deeds, in other words, the rakyat.
Earlier the MACC chief refused to attend an enquiry by Parliament citing deficiencies in the invitation over a scandal involving his shares ownership.
Are the cabinet and government officials making a mockery of Parliament, the highest august institution of the country?
I think the cabinet itself needs an education on our Federal Constitution.
If this matter is not addressed properly and openly, the public cannot be blamed for looking down upon our education system, much maligned as it is.
The Middle Man: Does that mean the PSC is toothless and powerless? The PSC must have the legal authority to summon any parliamentarian or cabinet member to sit in the hearing.
Refusal to attend must warrant punishment like denial of privileges, suspension and if needed, even disqualification of being an MP.In addition, the PSC should also be empowered to take legal action to enforce its findings otherwise it makes a mockery of the PSC and its functions.

PETALING JAYA: Umno Supreme Council member Ahmad Shabery Cheek has called on PAS leaders to clarify leaked documents alleging a plot against top Umno leaders.
Shabery said since the documents involved the leadership of a party that made up the current federal government, it was crucial that an immediate denial be issued if the contents were untrue.
“Will this be a ‘Pasleak’ if there is no denial?” he asked in a Facebook post, citing the 1972 US Watergate scandal and WikiLeaks as prominent examples of political damage from leaked documents.
The leaked documents, which recently went viral on social media, are believed to be minutes of a PAS meeting which allegedly mention a plot to topple and disrupt Umno and Barisan Nasional.

The phrase, also shortened to “Web3,” has become an internet buzzword recently with high-profile technologists, including Twitter founder Jack Dorsey and Tesla CEO Elon Musk, debating the meaning of the term.
Wood, who is one of the co-founders of Ethereum and founder of blockchain infrastructure company Parity Technologies, spoke to CNBC on an episode of the “Beyond the Valley” podcast to discuss his Web3 vision.

IBM shares rose 3% in extended trading on Tuesday after the technology services company issued first-quarter results that beat expectations.
Here’s how the company did:
- Earnings: $1.40 per share, adjusted, vs. $1.38 per share as expected by analysts, according to Refinitiv.
- Revenue: $14.2 billion, vs. $13.85 billion as expected by analysts, according to Refinitiv.
Revenue in the period rose 7.7% from a year earlier, IBM said in a statement. This is the company’s first full quarter without the managed infrastructure services business it spun off into an entity called Kyndryl. Sales to Kyndryl added 5 percentage points to revenue growth in the quarter. But Kyndryl won’t be delivering growth after October, CEO Arvind Krishna said on a call with analysts.

PETALING JAYA: A proposed new law on tenancy of rented houses, which is to deal with racism in the housing market, has drawn two opposing views on when it should be taken to Parliament.
A representative of house buyers, Chang Kim Loong, says the government should focus on the economy instead as the law will not be able to reduce racial discrimination in the housing market.

PETALING JAYA: Anwar Ibrahim will head PKR for at least one more election cycle as part of a succession plan, the party’s communications director said.
“Yes, we have a very clear succession plan actually,” Fahmi Fadzil said when asked whether PKR, which critics label an “Anwar party”, had plans to bring in new leaders.
He added that the plan was laid out by Anwar himself at a party leadership retreat in February, before the Johor state assembly elections.

Over 50 days have passed since the outbreak of the Russia-Ukraine conflict. The temperature of the tensions is on the rise. Reports show the EU is about to step up their sanctions against Russia. And Ukrainian President Volodymyr Zelensky said Ukraine can fight Russia for "10 years." He might want to convey the message that Ukraine can hold on. Yet there is one big question: Will Europe keep it company?
In an interview with CNN aired on Sunday, Zelensky made the "10 years" statement, asking Western countries for more equipment, saying "it needs to be delivered very quickly."
It is exactly due to the continuous flow of economic and military aid from the US and NATO that has prolonged the military conflict, cheering Ukraine up to fight a 10-year war. But it is in the end an illusion. How long will the conflict last; how many missiles can Ukraine make use of; and how much ability does the country have to keep fighting Russia - depending on how many more weapons the US and NATO are willing to supply to Ukraine, Shen Yi, a professor at Fudan University, told Global Times. "But those countries never pledged the assistance is for free. In the long run, how would Ukraine pay them back?" Shen asked.

DEPUTY Finance Minister I Datuk Mohd Shahar Abdullah had recently stated that Malaysia has no intention of legalising cryptocurrency such as bitcoins due to a myriad of circumstances such as price fluctuations.
His statement had come about after the Communications and Multimedia Ministry had put forth the proposal that cryptocurrency ought to be recognised as legal tender.
The debate on cryptocurrency as the future of money was again ignited and had propelled into the international spotlight after Russia invaded Ukraine, raising questions over whether cryptocurrency would be used to circumvent sanctions imposed against Russia by the European Union and Western nations.
From a Malaysian perspective, whether cryptocurrency ought to be recognised as legal tender is for the government to decide on what is best for Malaysia. However, whether cryptocurrency is regarded as legal tender is not cardinal – but instead the government would have to act swiftly to enact and implement specific laws to deal with the rapid growth and use of cryptocurrency globally.
