UK publishes 10-year plan to become ‘A.I. superpower’, seeking to rival U.S. and China
  • The so-called “National Artificial Intelligence Strategy” is designed to boost the use of AI among the nation’s businesses, attract international investment into British AI companies and develop the next generation of homegrown tech talent.
  • Beth Singler, an anthropologist at the University of Cambridge who studies AI and robots, told CNBC that the U.K. is increasingly trying to find specialist areas where it can compete against much larger states in a post-Brexit world.
  • Former Google CEO Eric Schmidt warned in March that China could soon replace the U.S. as the world’s number one AI superpower, noting there are serious military implications to consider.

LONDON — The U.K. government on Wednesday released its 10-year plan to make the country a global “artificial intelligence superpower”, seeking to rival the likes of the U.S. and China.


The so-called “National Artificial Intelligence Strategy” is designed to boost the use of AI among the nation’s businesses, attract international investment into British AI companies and develop the next generation of homegrown tech talent.

“Today we’re laying the foundations for the next ten years’ growth with a strategy to help us seize the potential of artificial intelligence and play a leading role in shaping the way the world governs it,” Chris Philp, a minister of the Department for Digital, Culture, Media and Sport, said in a statement.

PETALING JAYA: Lim Guan Eng says he rejected the proposal to enforce the 51% Bumiputera ownership requirement for freight forwarding companies when he was the finance minister in the Pakatan Harapan government.



The Bagan MP told FMT that the proposal to enforce the requirement had been raised during his tenure, but he did not approve it.



“I rejected the proposal on the basis that it cannot be applied retrospectively.



"That is unconstitutional and unfair to the companies.”



He said should any freight forwarding company owner suffer losses in complying with the new 51% Bumiputera ownership rule, then the government would be liable to compensate them.

PETALING JAYA: You have to hand it to Tan Lee Bee of RTM, the woman who’s so often seen but never heard and yet gives voice to the news and to the high and mighty.

She’s that expressive personality in the lower right-hand corner of your television screen, with a flurry of movements interpreting some of the most important speeches for the benefit of the hearing-impaired.

In her 35 years with the national broadcaster, Tan has become synonymous with sign language and is one of RTM’s go-to interpreters, having covered nearly every prime minister and minister.

“People always ask me how I learned sign language, and they’re always so surprised to know I never took formal training before I began my career.

“I started learning when I was a teenager so I could communicate with my youngest sister and help her not feel alone” the 59-year-old told FMT in conjunction with International Day of Sign Languages today.

She said her career with RTM had been filled with countless memorable moments, but recalls the former prime minister Muhyiddin Yassin’s first movement control order speech as a particular recent highlight.

PETALING JAYA: The government has been advised to hold back from recognising the Taliban government in Afghanistan and grant recognition if the Taliban follow democratic norms and allow universal standards of freedom for its people.

Awang Azman Pawi of Universiti Malaya said the Taliban should practise democracy, allow freedom of speech and religion, and ensure social fairness, including for women.


He told FMT that Malaysia’s foreign ministry should wait for at least six months before making any decision on recognising the Taliban government.

“If in six months the Taliban government follows universal standards of freedom and democracy, then we can recognise it,” he said.

U.S. President Joe Biden addressed the United Nations General Assembly on Tuesday about a broad range of issues. He deserves praise for committing his country to the international community's efforts to combat climate change and COVID-19.

These were the high marks of speech, but unfortunately, he sullied all of that by lying to everyone when he said that the U.S. doesn't want a new Cold War. The reality is that the U.S. is already in a new Cold War with China characterized by an intense hybrid warfare campaign against it.

Biden claims that the U.S. will cooperate with any country that shares America's supposedly peaceful intentions, but that isn't true when it comes to China. Not only has he aggressively sought to contain the country through a wide range of means stretching from the economic to the military and even informational, but the American leader has also meddled in China's internal affairs.

No clearer evidence of this exists than him exploiting that global podium to attack China for its counterterrorism and deradicalization measures in the Xinjiang Uygur Autonomous Region.

According to him, these measures represent the "oppression" of a minority group. He also alluded to that twice earlier in his speech when he warned about emerging technologies being used to deepen repression, especially against minorities.

The U.S. has accused China of such deeds for several years, each time without a sliver of evidence of it using its world-class technological systems to oppress the Uygurs, which isn't true at all but nevertheless has become one of the leading mainstream media narratives for discrediting China.

  Beijing approves TCM drugs for COVID-19

China has added three patented items of traditional Chinese medicines (TCM) to the treatments for COVID-19. The drugs, specifically Jinhua Qinggan granules, Lianhua Qingwen capsules, and Xuebijing injections have undergone clinical trials with the National Medical Products Administration and now list treating COVID-19 as one of their uses. 

"That means these three drugs have passed strict reviews by the administration, and can be commonly and widely used in China. Their effects are exact and backed with ample evidence. So people may have a new choice if there's a similar epidemic in the future," said Zhang Boli, president of Tianjin Hospital of TCM.

China's National TCM Administration says the drugs have been widely used in COVID-19 treatment of over 70,000 patients across China. They have proven effective in easing COVID-19 symptoms such as fever and inflammation.

"Over the past two months, medical workers have risked their lives to reach the conclusions step by step. The process to get the evidence during the clinical studies was difficult yet scientific," said Liu Qingquan, president of Beijing Hospital of TCM.

Budget 2022: Govt, Opposition have begun holding discussions, says deputy finance minister

KUALA LUMPUR, Sept 22 — The federal government has started holding discussions with the Opposition before Budget 2022 to be tabled in Parliament in October.

Deputy Finance Minister, Yamani Hafez Musa, said that the government was committed to discussing with the Opposition, following the memorandum of understanding (MoU) on Transformation and Political Stability, signed by the federal government and Pakatan Harapan (PH).

He said this, among other things, was to ensure that the proposed initiatives and measures of the Budget 2022, to prioritise the health and welfare of the people as well as matters related to business continuity.

ALOR STAR – The Kedah state assembly session this morning got rancorous when Menteri Besar Muhammad Sanusi Md Nor claimed that Penang is a state leased from Kedah and therefore should not criticise its neighbour for its affairs.

Sanusi (Jeneri-PAS) said he understood Penang’s concerns over several major projects announced by Kedah which are thought to give it competition.

However, he said it should be remembered that Penang was leased, and it should not interfere or criticise the affairs of the administration of Kedah.

“Penang is not a state that exists by itself. According to the history of the country, Penang is a state leased from Kedah.

“If we lease someone’s land and then we become angry with the landlord we lease it from, that is not appropriate,” he said.
