Republican Glenn Youngkin is set to be elected as Virginia's next governor in a major upset, according to US media projections.
He is 2.7 points ahead of Democrat Terry McAuliffe, with more than 95% of votes counted.
Mr McAuliffe, who served as governor from 2014-18, saw his opinion poll lead vanish in recent weeks.
The ballot has been widely seen as a referendum on Joe Biden's presidency, and defeat will unnerve the Democrats.
Mr Biden won by 10 points in Virginia just a year ago.
In a speech to cheering fans, Mr Youngkin called his victory a "defining moment".

KUALA LUMPUR: Amanah president Mohamad Sabu wants to know if there is any ongoing investigation into former inspector-general of police Abdul Hamid Bador’s claim of corruption in politics.
At his last press conference as the nation’s top cop in April, Hamid had urged the Malaysian Anti-Corruption Commission (MACC) to investigate politicians who had “party hopped”, saying corruption was “everywhere” in politics.
Mohamad (PH-Kota Raja) told the Dewan Rakyat it had been months since Hamid’s claim but there did not seem to be any probe into his allegations.
“Hamid was not just some police sergeant in Gua Musang or a corporal in Tawau. He was the IGP, revealing how corruption and irregularities were taking place in politics,” Mohamad, better known as Mat Sabu, said in his debate on the 2022 Supply Bill.
“I don’t see any serious investigations or that any information has been given to Parliament on whether the former IGP was talking nonsense.

KUALA LUMPUR – Nippon Telegraph and Telephone (NTT) plans to launch a subsea cable system called the Intra-Asia Cable Express, which could involve Malaysia, said Transport Minister Datuk Seri Wee Ka Siong, who is facing criticism over reversing the country’s cabotage exemption policy.
Wee said the NTT has approached the Malaysian government to bring in the cable project to pass through Sabah and Sarawak.
NTT is currently helming the “Apricot” subsea cable project to connect Singapore, Japan, Guam, the Philippines, Taiwan and Indonesia within a consortium that includes internet giants Google and Facebook.
Wee said this proposal should address claims that his ministry is hampering foreign investments and allowing the country to face losses.
The MCA president made the announcement over the country’s cabotage policy on foreign ships while wrapping up his debate with DAP secretary-general Lim Guan Eng, which was broadcast on TV3’s Bulletin Utama and Astro Awani this evening.

KUALA LUMPUR: Muar MP Syed Saddiq Syed Abdul Rahman has asked fellow MPs to show the same outrage over the auditor-general’s expose on the loss of RM620 million in leakages as they did on the Timah whisky name controversy.
“For the last two weeks, we have been hearing a lot about the Timah issue on a daily basis, especially on the renaming of the whisky,” the independent MP said during the debate on the 2022 Supply Bill in the Dewan Rakyat.
“We have had a Cabinet meeting that involved three ministries on this matter despite this company existing in Malaysia for a long time.
“Will we give the same attention to the issue of the RM620 million loss in leakages? It is hundreds of millions of the people’s money.

PETALING JAYA: Pengerang MP Azalina Othman Said “crossed the line” by initiating an anti-hopping law for Melaka as it is purely the business of the incoming government and its 28 elected assemblymen, a lawyer said.
Muhammmad Rafique Rashid Ali said being trained in law and being a former Dewan Rakyat deputy speaker, she should know the process for amending the constitution and passing laws.
“As federal MP, she has crossed the line by meddling in the affairs of the state government and its legislature, more so when a state election will be held soon,” he said.

PETALING JAYA: Although PAS has announced it will contest under the Perikatan Nasional (PN) banner in the Melaka polls, the Islamist party has no intention of ending its ties with Umno in the Muafakat Nasional coalition, a source in the know said.
Instead, he said, PAS was warming up to Bersatu in PN in a bid to neutralise Umno and have a bargaining chip when discussions on seat allocation for GE15 are held with Umno.
He told FMT that unlike in Kelantan or Terengganu, PAS was not accepted in Melaka and therefore had nothing to lose.
By working with Bersatu, it could hope to be in a better position when negotiating for seats with the more powerful “big brother” Umno during GE15.

KUALA LUMPUR, Nov 2 — Women’s rights group Sisters in Islam (SIS) has today questioned the newly enforced Kelantan Syariah Criminal Code (I) Enactment 2019, raising concerns over its enforcement which came into effect yesterday.
The group said the law does not reflect an inclusive, progressive and tolerant Islam but merely showcases Islam as a punitive religion.
This, it said, was because very few Muslims have the courage to question, challenge or even discuss matters of religion, even when they doubt teachings that appear unjust and incongruous to changing times and circumstances.
“Furthermore, we also find these developments concerning and dangerous as they violate fundamental principles of democracy by suppressing critical thought and expression through arbitrary provisions and punishing those who do not toe the line,” the group said in a statement here.
This as Kelantan Mentri Besar Datuk Ahmad Yakob was quoted as saying that the enforcement of the enactment was aimed at educating and bringing offenders back to the right path of Islam, not merely punishing them.

Biden to announce tougher regulations on methane emissions from oil and gas production - The EPA will propose rules to plug methane gas leaks at hundreds of thousands of oil and gas wells in the U.S.
- The agency’s measures will strengthen current regulations on new oil and gas wells and impose new requirements for existing wells that previously escaped methane regulations.
- President Joe Biden will formally announce the proposals during the second day of the COP26 climate summit in Glasgow, Scotland, according to senior Biden administration officials.
The Environmental Protection Agency on Tuesday will propose rules to plug methane gas leaks at hundreds of thousands of oil and gas wells in the U.S., marking its most aggressive action yet to curb climate-warming greenhouse gas emissions.
The agency’s measures will strengthen regulations on new oil and gas wells and impose new requirements for existing wells that previously escaped methane regulations. President Joe Biden will formally announce the proposals during the second day of the COP26 climate summit in Glasgow, Scotland, according to senior administration officials.
The methane initiatives will aid the president’s commitment to cut domestic emissions in half by 2030 and reach net-zero emissions by mid-century. The proposals will also push forward the U.S. and European Union’s Global Methane Pledge, a pact to cut methane emissions by 30% by the end of the decade.

‘Govt paid RM499.18 mil for maintenance services without full KPI report’ |

KUALA LUMPUR – Putrajaya paid RM499.18 million to a concession company labelled 107423-H for maintenance services despite the company not presenting a full key performance indicator (KPI) report as required in a contract agreement for the implementation of the Government Integrated Radio Network (GIRN).
According to the auditor-general’s (AG) 2020 report, the agreement between the government and concessionaire stated that payments for maintenance would be made after certain KPIs had been achieved and its monthly KPI reports were presented to the relevant government agencies.
However, following an audit on the KPI reports by the concessionaire for January 2019 to October 2020, two out of five parameters – handover between cells and data throughput – were listed as non-available.
“Nevertheless, audit checks regarding payment instructions revealed full payments were made to the concessionaire for January 2019 to October 2020 amounting to RM499.18 million.
“Of that, RM476.41 million comprise claims from February 2019 to October 2020 made under an agreement titled MSF-3. The agreement was yet to be signed,” the AG’s report read.
