  Split up PM’s powers, says reform group

PETALING JAYA: Civil society organisations have suggested that the powers of the prime minister be decentralised as they believe there is too much “absolute power” given to the position.

In a report on the unity government’s first 100 days in power, the societies said too much power is concentrated in the executive branch of the government, namely the prime minister.

“The powers should instead be distributed among state and local authorities. The prime minister’s powers should also be distributed to Sabah and Sarawak, especially towards matters concerning education framework and funds,” the report said.

The group said policy discussions in Parliament should be data-driven to ensure proper decisions are made when enacting or rejecting policies.

It called on the government to set a parliamentary calendar of a minimum of 135 days, starting from the beginning of the year, saying the previous government only had parliamentary sittings for 89 days.

“Malaysia needs a healthy and robust Parliament to function well,” it said.

The whisper of the word “bailout” is enough to send a shiver down anyone’s spine. For most, it evokes specific and evocative memories of the 2008 global financial crisis, when the United States government stepped in to keep flailing financial institutions afloat using taxpayer money. In the popular imagination, it persists as an example of capitalistic governance at its worst: The big banks took big risks, and everybody else paid for it.

Now, in the wake of Silicon Valley Bank’s implosion and the government’s announcement that it will step in to return money to depositors and shore up the US banking system once again, the term bailout is here once again. But is that what’s really happening here? The long and short of it is that it’s complicated, but basically, kind of yes, though this isn’t a 2008 redux.

  Cabinet to discuss releasing 2018 reform panel’s report ‘soon’

PETALING JAYA: A memorandum on releasing the Institutional Reforms Committee’s (IRC) 2018 report to the public will be brought to the Cabinet soon, says law and institutional reforms minister Azalina Othman Said.

In a written parliamentary reply, Azalina said the report was aimed at studying proposed institutional reforms that had been identified by the then Pakatan Harapan government.

“The report contained various proposals and views regarding the existing lack (of reforms) and weaknesses in government institutions.

“Inputs that were put forth in this report will also be considered in the proposed institutional reforms that are to be implemented (by the unity government),” she said in response to Azahari Hasan (PN-Padang Rengas).

MCA Youth has slammed Srikandi Bersatu chief Datuk Seri Rina Harun for suggesting that vernacular schools in Malaysia be shut down, saying that her statement exemplifies the “narrow-mindedness of Bersatu’s leaders” and the party’s incompatibility in the nation’s multicultural society.

Rina had reportedly made the comment during Bersatu’s annual general assembly on Sunday (March 12).

According to MCA National Youth chairperson Datuk Nicole Wong Siaw Ting, Article 152 (1)(a) of the Federal Constitution states that no person shall be prohibited or prevented from using (otherwise than for official purposes), or from teaching or learning, any other language.

“Vernacular schools are protected under the Federal Constitution and hence, there is no reason to continue raising the issue of closing down vernacular schools other than to incite racial tension,” she said in a statement.

“Furthermore, on Dec 29, 2021 the Kuala Lumpur High Court had ruled that the existence and establishment of vernacular schools and the use of Chinese and Tamil languages in these schools are Constitutional.

I HAVE always wondered why there is such a strong and firm resistance in appointing Datuk Seri Anwar Ibrahim as Malaysia’s 10th Prime Minister (PM).

He was once the second most important person in the Cabinet of former Prime Minister Tun Dr Mahathir Mohamad. However, Dr Mahathir has always found ways and means to prevent Anwar from becoming PM.

Furthermore, Anwar was jailed on certain false accusations. Dr Mahathir had once insisted that Anwar will not become PM as long as he is there.

Another former PM Datuk Seri Najib Razak may not be as evil as Dr Mahathir but still assured that Anwar will not become PM. As before, Anwar was prosecuted and jailed.

In 2018, Pakatan Harapan (PH) took over political power on the understanding that Anwar would be appointed PM in the near future.

However, due to Anwar being jailed in the Sungai Buloh Prison back then, Dr Mahathir was appointed the interim PM until Anwar’s pardon and eventual return to the political arena.

But despite giving the impression that he is a changed person, Dr Mahathir still refused to hand over his PM post to Anwar.

He resisted stepping down from his position after two years. Anwar was impatiently waiting on the sidelines to take over the position, hence his hopes were sunk.

  Civil society divided over Anwar’s dedication to institutional reform

KUALA LUMPUR – A collective of civil society organisations (CSOs) has lauded Prime Minister Datuk Seri Anwar Ibrahim’s apparent commitment to institutional reform, highlighting several achievements under the first 100 days of his administration. 

The CSO Platform for Reform labelled the formation of a Law and Institutional Reform Ministry, led by minister Datuk Seri Azalina Othman Said, as “a particularly good thing” in Anwar’s cabinet, as it indicates a serious commitment by his government towards honouring the reform agenda.

“By January, the ministry, through its Legal Affairs Division, had organised a workshop on institutional reform between the government and CSOs.

“The CSO Platform is hoping for a constructive outcome from the workshop,” the collection of 60 CSOs said in its freshly released report on the first 100 days of the unity government.

It also applauded Azalina’s stance on prioritising the separation of powers between the attorney-general and public prosecutor, as well as her announcement on the government establishing a public ombudsman to better handle cases of misconduct by civil servants.

The report also praised the establishment of an independent children’s commission under the purview of the Human Rights Commission (Suhakam) and the move to transfer detained children to non-governmental organisations (NGOs) specialising in children’s welfare.

  Steps to cut fiscal deficit, fight leakages on today’s Dewan agenda

KUALA LUMPUR – Prime Minister Datuk Seri Anwar Ibrahim is scheduled to answer a question about the government’s measures to reduce the fiscal deficit to 3.2% by 2025 in the Dewan Rakyat today.

According to the Order Paper on Parliament’s official website, the matter will be raised by Dr Mohammed Taufiq Johari (Sg Petani-PH) during Ministers’ Question Time.

At the same session, Anwar will also answer a question from Datuk Ahmad Amzad Mohamed @ Hashim (Kuala Terengganu-PN) on the country’s fiscal strength due to the weakening ringgit and the solution to balance the situation.

Datuk Matbali Musah (Sipitang-GRS) will ask the prime minister on efforts to improve government governance in terms of procurement, project distribution, allocations and so on to be in line with the Madani policy in combating power abuse and leakages.

  GE15 voting trends put PH hold on Selangor under threat

PETALING JAYA: Pakatan Harapan’s grip on power in Selangor could be under threat should voting trends in the 15th general election continue in the coming state assembly elections.

PH currently holds 40 of the 56 state assembly seats but Perikatan Nasional made inroads at the November general election winning six parliamentary seats: Sabak Bernam, Sungai Besar, Hulu Selangor, Tanjong Karang, Kapar and Kuala Langat.

Data from the Election Commission show that PN snared between 65% and 90% of new voters added to the electoral roll following the lowering of the voting age to 18.

In Kapar, previously a PH stronghold, PN won around 67.5% or 34,400 of the roughly 52,000 new voters. PH only managed to add about 5,300 new voters, while BN garnered about 8,700.

In Kuala Langat, PN’s candidate from PAS won 52,867 votes compared to the 18,700 the Islamic party received in GE14.

PETALING JAYA: Analysts see former ministers Azmin Ali and Radzi Jidin as Perikatan Nasional’s main candidates for the Selangor menteri besar’s post if the coalition wins in the state’s upcoming election.

Akademi Nusantara’s Azmi Hassan believed Azmin had the edge over Radzi since he helmed the post from 2014 to 2018.

However, there are concerns the former PKR deputy president could face another defeat in the polls, after losing his Gombak parliamentary seat in the 15th general election (GE15).

If that were to happen again, Azmi believed that Radzi would be PN’s backup plan, citing his experience as a minister and his GE15 victory where he wrested the Putrajaya seat from Umno heavyweight Tengku Adnan Mansor.
