KUALA LUMPUR: The Institute for Democracy and Economic Affairs (IDEAS) feels that while it recognises the immediate need for fiscal assistance to cushion the negative impact of the movement control order (MCO), completely abandoning the relevant constitutional provisions under the emergency period is unnecessary.
“The Federal Constitution envisions Parliament playing an important role in providing checks and balances when it comes to the use of the people’s money.
“It mandates the government to seek parliamentary approval for expenditures or withdrawals from consolidated funds, except for charged expenditures, statutory loans, and some trust fund-related expenditures,” IDEAS said.
Expressing concern with the new Emergency Ordinance gazetted yesterday, the non-profit research institute said indeed, Article 104 of the Constitution states that with the exception of these three types of expenditures, “no money shall be withdrawn from the Consolidated unless they are authorised by a Supply Act.

CJ: Judges may be labelled 'conservative', 'liberal' over high-profile decisions in Malaysia, but being 'impartial' is the only label that matters
KUALA LUMPUR, Apr 1 — Judges should not waver from delivering decisions that are legally correct in high-profile court cases even if faced with the prospects of being labelled as a “conservative” or “liberal” judge, Chief Justice of Malaysia Tun Tengku Maimun Tuan Mat has said.
Tengku Maimun, who is the country’s top judge, instead said that judges should focus on delivering impartial decisions.
Speaking to newly-appointed judicial commissioners in a March 29 induction programme at the Palace of Justice in Putrajaya, Tengku Maimun said judges do not have the privilege of choosing which cases they want to hear and decide on, but would have to decide on all court cases that come before them.
In such a situation, Tengku Maimun said judges are bound to hear cases which attract public attention and which involve public figures, and that their decisions would likely often be met with strong reactions.

Hold party polls to decide PM candidate, Annuar tells Umno |

PETALING JAYA: Ketereh Umno division chief Annuar Musa today said Umno must hold party polls to decide on the prime minister and deputy PM candidates in the coming general election (GE15).
His call comes just after former Umno youth chief Khairy Jamaluddin asked for party polls to be held before GE15 so as to resolve the so-called “internal chaos” in the party.
In a Facebook post, Annuar said many had asked who would be fielded as PM and DPM. This led him to think that Umno was still relevant and enjoyed the support of the people.
The Ketereh MP, who is seen to be PPBM-friendly, said Umno grassroots can decide at the party polls who should be PM.

PETALING JAYA: The once-mighty Umno is now becoming the butt of jokes, according to former federal minister Zaid Ibrahim, who took aim at ministers from his former party who have refused to resign from the Perikatan Nasional (PN) Cabinet.
Zaid said it was ridiculous for Umno ministers to remain in the government when the party’s position on certain matters was directly opposed to that of the PN administration.
He told FMT the ministers cannot be in Umno while agreeing with the suspension of Parliament and the new emergency ordinance that lets Putrajaya pass a supplementary budget and use consolidated funds without going through the legislature during the emergency.
Umno leaders have repeatedly called for Parliament to be allowed to convene during the emergency, while former prime minister Najib Razak has criticised the new ordinance.

MyIX says regional subsea cable projects show cabotage policy tarnishing Malaysia’s tech allure
KUALA LUMPUR, Apr 1 — The Malaysia Internet Exchange (MyIX) said a forthcoming submarine cable project in the South-east Asia region was a lost investment opportunity for Malaysia.
MyIX chairman Chiew Kok Hin told Bernama that the government should reinstate the cabotage exemption for foreign specialised ships to maintain Malaysia’s cable infrastructure, saying global tech giants were otherwise shunning the country.
“It’s a shame as Malaysia has strengths in Internet infrastructure due to our strategic geographical location, ease of access, English-speaking population and relatively lower cost of entry,” Chiew said in a Bernama report yesterday.
He also said the cabotage policy ran counter to Malaysia’s MyDigital framework and must be addressed quickly if the country is to attract more submarine cable investments that were vital to technology firms.

PUTRAJAYA, March 31 — Tan Sri Muhyiddin Yassin described PAS’ stand to remain with Bersatu as a mark of strong solidarity.
The prime minister, who is also Bersatu president, the same spirit also helped the Perikatan Nasional (PN) to formulate a clear direction, including preparations for the 15th general election (GE15).
“We (Bersatu and PAS) are determined that whatever the situation is, we will be together. The joint statement by Bersatu and PAS today shows our commitment to the direction of these two parties in PN.
“Whatever happens, it is about Umno, but the cooperation between Bersatu and PAS, the direction is clear with the formation of a committee at the central level to set out the parties’ strategies, especially facing GE15, including negotiations on the allocation of seats,” he said.
