But the US president-elect - who has been making contact with foreign leaders - insisted nothing would stop the transfer of power.
Mr Trump meanwhile tweeted he would ultimately win the race that he has been projected to lose.
As happens every four years US media projected the winner of the election.
None of the state-by-state results have yet been certified, several vote counts are continuing, and the outcome will only be set in stone once the US Electoral College meets on 14 December.
What did Biden say?
The president-elect was asked by a reporter on Tuesday what he thought of President Trump's refusal to acknowledge defeat.
"I just think it's an embarrassment, quite frankly," Mr Biden, a Democrat, said in Wilmington, Delaware.
"The only thing that, how can I say this tactfully, I think it will not help the president's legacy."
"At the end of the day, you know, it's all going to come to fruition on January 20," he added, referring to inauguration day.

KUALA LUMPUR: Senior Minister for Security Ismail Sabri Yaakob has confirmed that there is no need to scan the MySejahtera app when refuelling if people do not enter the station’s shop to pay for petrol.
This follows conflicting reports on whether people are required to scan the app’s QR code even if they were paying at the petrol pumps or through the shop’s pigeonhole.
“For individuals who make transactions inside the petrol station’s shop, whether to buy petrol or goods in the shop or to withdraw money from the ATM, then they are required to register with MySejahtera or manually,” he said at a press conference today.
He added that those who use the station’s toilet or surau must register, whether with the app or manually.

The US attorney general, William Barr, has authorized federal prosecutors to begin investigating “substantial allegations” of voter irregularities across the country in a stark break with longstanding practice and despite a lack of evidence of any major fraud having been committed.
The intervention of Barr, who has frequently been accused of politicizing the DoJ, comes as Donald Trump refuses to concede defeat and promotes a number of legally meritless lawsuits aimed at casting doubt on the legitimacy of the election. Joe Biden was confirmed as president-elect on Saturday after he won the critical battleground state of Pennsylvania.

Barr wrote on Monday to US attorneys, giving them the green light to pursue “substantial allegations of voting and vote tabulation irregularities” before the results of the presidential election in their jurisdictions are certified. As Barr himself admits in his letter, such a move by federal prosecutors to intervene in the thick of an election has traditionally been frowned upon, with the view being that investigations into possible fraud should only be carried out after the race is completed.
But Barr, who was appointed by Trump in February 2019, pours scorn on such an approach, denouncing it as a “passive and delayed enforcement approach”.
The highly contentious action, which was first reported by Associated Press, was greeted with delight by Trump supporters but with skepticism from lawyers and election experts. Within hours of the news, the New York Times reported that the justice department official overseeing voter fraud investigations, Richard Pilger, had resigned from his position.

"This election is not over," White House press secretary Kayleigh McEnany told a news conference. "Far from it."
She made a flurry of allegations of election corruption, although no evidence of systemic fraud that might have influenced the result has emerged.
Mr Trump, a Republican, has not conceded the race.

Since media projected on Saturday that Mr Biden had won the critical state of Pennsylvania, accumulating enough votes to claim the White House, the president-elect has forged ahead with his plans to take reins of the power.

DOJ's top election crimes prosecutor quits in protest after Barr tells federal attorneys to probe unsupported allegations of voting irregularities
Richard Pilger, director of the elections crimes branch in the Justice Department's Public Integrity Section, told colleagues in an email that the attorney general was issuing "an important new policy abrogating the forty-year-old Non-Interference Policy for ballot fraud investigations in the period prior to elections becoming certified and uncontested." Pilger also forwarded the memo to colleagues in his resignation letter.
Pilger's resignation email didn't make clear whether he plans to stay in the department in another capacity.
Barr's densely worded memo had told prosecutors they could take investigative steps such as interviewing witnesses during a period that they would normally need permission from the elections crimes section. It's not clear what practical effect the policy would have in an election in which President Donald Trump trails President-elect Joe Biden by tens of thousands of votes in several key states.
Barr didn't provide any indication that the Justice Department has come up with evidence to support Trump's claim of massive fraud in last week's election.
In his memo, Barr notes that while "most allegations of purported election misconduct are of such a scale that they would not impact the outcome of an election and, thus, investigation can appropriately be deferred, that is not always the case."

IPOH, Nov 10 — Two individuals are feared buried in a landslide at a hotel located in a hilly area in Tambun near here early this morning.
A Perak Fire and Rescue Department spokesman said that they received information about the incident involving two victims, a male and female, who were staying at the hotel at 1.28am.
“We immediately deployed a team from the Ipoh Fire and Rescue station for rescue work upon receiving a call about the incident,” he said in a statement here today.

IPOH, Nov 9 — It is mandatory to register with the MySejahtera app for Covid-19 contact tracing when filling up using self-service kiosks at petrol stations, the police said.
According to China Press, Bukit Aman Criminal Investigation Department deputy director DCP Datuk Mior Faridalathrash Wahid said once the people arrived at the petrol station, they are required to register with the MySejahtera app even if they do not enter the station’s convenience store.
“If the people do not register or scan, how will the police trace them if there are Covid-19 cases in the area?” he was quoted as saying.
Mior told the portal that fuel stations were public spaces with heavy human traffic.
He said this made it mandatory for visitors to wear face masks, register for contact tracing, have their temperature scanned and use hand sanitisers.
Mior was asked to comment on a viral voice clip of a man claiming his father was fined RM1,000 for failing to register the MySejahtera app before filling up at a fuel pump despite wearing a face mask.

PETALING JAYA: More than 30,000 small- and medium-sized enterprises (SMEs) have closed shop since the movement control order (MCO) was implemented in March.
Entrepreneur Development and Cooperatives Minister Wan Junaidi Tuanku Jaafar today said 9,675 SMEs ceased operations during the first phase of the MCO from March 18 to June 9, and 22,794 during the recovery MCO (RMCO) phase from June to September.
“The highest figure was recorded in August with 17,800 SMEs ending operations,” he said, citing statistics from the Companies Commission of Malaysia, in a parliamentary written reply to June Leow Hsiad Hui (PH-Hulu Selangor).
Leow wanted to know the number of SMEs that had closed shop since the MCO was enforced to stem the spread of Covid-19 and what the ministry was doing to counter this.
