  Vote of confidence not on Dewan Rakyat agenda, says MP

PETALING JAYA: There is no motion of confidence on the agenda for next week’s Dewan Rakyat sitting, says Lembah Pantai MP Fahmi Fadzil, although the King had previously said the new prime minister must test his majority in Parliament.

In a Twitter post, Fahmi said he had just received the parliamentary order paper for the sitting, which begins on Monday.

Jempol MP Mohd Salim Mohd Sharif will be asking the first question during the ministers’ question time, followed by opposition leader Anwar Ibrahim.


Among the motions on the agenda are appointing a new deputy speaker and the debate on the King’s speech after the Yang di-Pertuan Agong has opened the sitting.

“No motion of confidence in the ninth prime minister, Ismail Sabri Yaakob,” the PKR communications director pointed out.

GEORGE TOWN: A virologist has called for a detailed study to be made of Covid-19 variants in Malaysia, given the threat of the deadly new Mu variant which is said to be resistant to vaccines.

The Mu variant was declared as the fifth variant of interest last week by the World Health Organization after it was detected in 39 countries.

The virologist, Monash University lecturer Vinod Balasubramaniam, said studies on the new variant were ongoing but Malaysia should be vigilant as the variant could make its way here at any time.

Recent cases in Japan and South Korea show that the variant is near. “It will not be long, even a matter of weeks, before we see this new variant in Malaysia if strict measures are not taken soon enough,” he said.

Vinod said genomic sequencing and strict quarantine of overseas travellers were key to stopping the new variant from entering the country.

In the later years of my school life, I used to attend parties thrown by my schoolmates for their birthday, or just to have some fun, at their homes, especially when their parents were away.

I learned, or rather tried, a few types of dances at these parties. There was the jive, the fox-trot, the waltz, the shake and the funky chicken (yeah, there was such a dance). Those of us who didn’t know any dance would just – as they say – go with the flow.

And man, when you have Creedence Clearwater Revival or Deep Purple singing on your vinyl, you can flow any which way.


The twist was still around, although not as popular, and there was the tango.

I was never good at tango, but a few of my friends were. The tango has some very sharp movements but it’s largely a kind of walking dance. Good tango dancers exhibit exceptionally fluid and fast movements, and it can be sensual.

The dancers – the “lead” and the “follow” – mirror each other’s steps, with the leader initiating the moves and the follower maintaining this movement.

  Dr M was no fan of academic freedom, says Maszlee

PETALING JAYA: In a newly published book, former education minister Maszlee Malik has described how attempts to guarantee academic freedom hit a roadblock with then-prime minister Dr Mahathir Mohamad.

In his book “Memori Bukan Memoir”, Maszlee said one of his goals during his tenure was to guarantee academic freedom, allowing lecturers to air their views on sensitive topics by amending regulations under Act 605, a law on discipline in statutory bodies.

He said the amendments to the regulations could be made through a ministerial order by the prime minister. He said he met Mahathir after discussions on the matter with the Public Services Commission.


“I’m not sure what was (Mahathir’s) further action because I did not see any seriousness on his part over the issue. We are also aware that AUKU, which restricts academic freedom, was the fruit of his labour when he was education minister at the time,” he said.

AUKU is the Malay acronym for the Universities and University Colleges Act which was among several laws Pakatan Harapan (PH) had promised to repeal in its 2018 election manifesto.

PETALING JAYA: Maszlee Malik claims that Muhyiddin Yassin pushed then prime minister Dr Mahathir Mohamad for his resignation as education minister over a contract issue involving YTL Communications Sdn Bhd.

In his newly released book titled “Memori Bukan Memoir”, Maszlee said he was called five times to meet Mahathir over the matter.

In two of those meetings, the top leadership of the education ministry joined him to explain the decision not to extend YTL’s contract as a service provider for the 1BestariNet project, which Muhyiddin initiated in 2011 when he was education minister.


“I’m often asked whether the seventh prime minister’s (Mahathir) request for me to return my position to him was due to the 1BestariNet issue, or more specifically, YTL’s controversial contract with the education ministry.

“I cannot say that this is the only reason, but I can say that it was one of the reasons that the prime minister asked me to do so, and according to him, following the request of the Bersatu president (Muhyiddin).

  Pro-Anwar group lodges report against exco for degazetting KLNFR land

PETALING JAYA: A pro-Anwar Ibrahim group has lodged a police report against 10 Selangor executive council members for degazetting 536.7ha from the Kuala Langat North Forest Reserve (KLNFR) for development.

Otai Reformis said it also wants police to investigate the exco members over allegations the land was offered to developers at RM3 per sq ft, which it said was well below the market price.

Otai Reformis secretary Abdul Razak Ismail said the market value of land in Cyberjaya, located just 500m from the forest reserve on the other side of the Elite Highway, was RM110 per sq ft.


He said that following the police report against the exco members lodged at the Seksyen 6 police station in Shah Alam yesterday, the group plans to make a report to the Malaysian Anti-Corruption Commission, pending the completion of certain documents.

Selangor environment committee chairman Hee Loy Sian had revealed earlier that the state government had agreed in May to degazette 536.7ha of the KLNFR land to be used for mixed development, a decision that has been widely criticised since.

Environmental NGOs and the Orang Asli community have demanded that the degazettement be cancelled.

In the wake of the backlash, menteri besar Amirudin Shari said the exco would review the decision at its meeting on Wednesday.

  Taliban orders university women in Afghanistan to wear face-covering niqab

KABUL (AFP) - Women attending private Afghan universities must wear an abaya robe and niqab covering most of the face, the Taliban has ordered, and classes must be segregated by sex - or at least divided by a curtain.

In a lengthy document issued by the Taliban's education authority, it also ordered that female students be taught only by other women, but if that was not possible, then "old men" of good character could fill in.

The decree applies to private colleges and universities, which have mushroomed since the Taliban's first rule ended in 2001.

During that period, girls and women were mostly excluded from education because of rules regarding same-sex classrooms and the insistence that they be accompanied by a male relative whenever they leave the house.



There was no order for women to wear the all-enveloping burqa in the new regulations issued late on Saturday (Sept 4), but the niqab effectively covers most of the face, leaving just the eyes exposed.

In recent years burqas and niqabs have largely vanished from the streets of Kabul, but are seen more frequently in smaller cities and towns.

AG’s position goes against spirit of Malaysia’s constitutional democracy – joint statement

WE, the undersigned civil society groups, respond to Attorney-General Tan Sri Idrus Harun’s statement on September 4. The attorney-general referred to the operation of Articles 40(2)(a) and 43(2)(a) of the federal constitution and drew two conclusions as a result:
 
1) His Majesty the Yang di-Pertuan Agong’s power to appoint a prime minister is an absolute power (kuasa mutlak); and,
2) Any step by the Dewan Rakyat to verify whether or not Prime Minister Datuk Seri Ismail Sabri has the confidence of the majority of the members of the Dewan Rakyat through a direct vote in the House would be an attempt to supplant the alleged absolute power of the Agong.
 
With respect to the office of the attorney-general, Idrus’ conclusions are preposterous. It goes against the spirit and letter of Malaysia’s constitutional democracy and embarrasses the office of the attorney-general. In light of the same, the public deserves to know Idrus’ advice to the government and the Agong on these issues.
 
First, is it Idrus’ position that Malaysia is governed by a monarchy with absolute power? As every Malaysian knows, Malaysia practises a system of parliamentary democracy with a constitutional monarchy, under which no institutions have absolute power – whether it is the constitutional monarch, the executive, Parliament or the judiciary. All of these institutions exercise their powers based on the limits imposed under the constitution, the principles of constitutional democracy and the rule of law. His Majesty the Yang di-Pertuan Agong has himself stressed this point to the government on a number of occasions in the past few months, and we refer to, for example, the statements from the Istana Negara dated July 29 and August 18. As eminent scholars have explained, a constitutional monarch’s discretion under Articles 40(2)(a) and 43(2)(a) is a “controlled discretion” because “no discretion can be absolute and must be exercised within the parameters of the law and conventions.” (Faruqi 2020, p. 6).

  End confusion over ‘No Anwar, No DAP’ stand, Azalina tells Umno

PETALING JAYA: Umno must work to address confusion among its grassroots over its cooperation with the opposition, which seems to run counter to the “no Anwar, no DAP” policy adopted at its general assembly, a Supreme Council member said.

Pengerang MP Azalina Othman Said said it was easy for MPs to deal with opposition counterparts but the rationale must now be clearly communicated to supporters on the ground.

“The confusion would be more for the divisions who are aware of the ‘No Anwar, no DAP’ stand, but now suddenly there is a flip side to it,” she told FMT.


Azalina, who recently quit as deputy speaker of the Dewan Rakyat, said the party’s decision to cooperate with the opposition did not have much of an impact for MPs because they regularly met with their opposition counterparts in Parliament.

She said it was also not uncommon in certain legislative assemblies.
