Which countries offer affordable education?

Germany, Norway, Finland, and Mexico are affordable countries to study abroad. It appears that these countries are relatively inexpensive. For example in Germany, a higher international student can undergo free studies at any public university and is not mandated to pay tuition but only the expenses for staying. These vary between €850 per month. In Norway, a free education is offered to every student, but living costs are relatively a bit higher. The same applies in Mexico, where a higher education tuition fee is considered to be between $5,000 to $10,000 annually among other programs.
