I am planning my vacation and I'm torn between Dubai and Baku.
Can anyone please suggest which destination I should choose for my vacation where I can explore more?

Those are two different cities. Luckily for me, I've been to both of them. And it's like comparing apples and oranges. Dubai is definitely a city of the future. You will like it.
