Looking for the best online math program for my 9-year-old?

My daughter is in 4th grade and struggling a bit with fractions and long division. We’ve tried a couple of apps, but they feel more like games than actual learning. Has anyone here used it for their kids? I’m hoping to find something that mixes fun and actual progress — not just tapping bubbles for stars.

My daughter has always been a strong reader, but math is starting to really stress her out now that she’s in 4th grade. The tutor actually took the time to figure out how he learns best instead of just powering through problems.
