It seems to me that the key to productivity is not so much control, but proper distribution of tasks. When a person has clear goals and deadlines, he or she understands how much time needs to be spent in order to get everything done. Of course, timekeeping tools can be useful, but the main thing is motivation and the organization of work in a team.
