Is Montenegro in the EU? Has anyone been there?

I recently came across a YouTube video of a travel blogger visiting Montenegro. Has anyone else been there? It seems like there are some great beaches there. But I still don't know: Is Montenegro in the EU? I'm from France and would like to visit sometime. Maybe someone on the forum has been there and can tell me more. What is the best time to visit?

Who is this blogger? I would also like to watch this video. I was actually in Montenegro this summer, but I don't recommend going in August because it's very hot. Unless you're walking along the Adriatic coast, that is. By the way, I was also wondering is Montenegro in the EU https://getexperience.com/blog/posts/bes...montenegro , and it turns out that it is. I remember reading on getexperience about vacationing there at different times of the year. I stayed there for five days and spent all my time fishing near the Bay of Kotor. I recommend trying it, too. It's a rather underrated vacation destination, in my opinion. I would like to visit the mountains sometime, but that will probably be in the spring. Are you only interested in going to the beach?
